Police: Two Charged With Murder in Stafford, Va.

STAFFORD, Va. (WUSA9) -- Two suspects have been charged for the murder of a person whose remains were found in Stafford County last week, police said.

Stafford County Sheriff's Office reports the two suspects William Joseph Hughes, age 44, of Stafford and Stuart Lee Sullivan, age 49, of Fredericksburg have been charged. They are charged with 1 Count of First Degree Murder and 1 Count of the Use of a Firearm in the Commission of a Felony for the murder of Jason Plaster who was reported missing at the age of 31 in 2007. 

Hughes was arrested as his place of employment, Scooter's Works located at 207 Cambridge Street in Stafford at 7:00 P.M. today. Sullivan was arrested at the Stafford County Sheriff's shortly after 6:00 P.M. today, it said in a press release.

UPDATE: "Springfield Groper" Strikes Again

FAIRFAX CO., Va. (WUSA9) -- Another victim has been added to the groper's list of victims.

Fairfax County tally's the total at 24.

But this time he chose a very public place where he was nearly caught.

Police say it happened in broad daylight at 3 Thursday afternoon inside HomeGoods at the Kingstowne Shopping district near Alexandria.

Shoppers of the discount home furnishings store say they are keenly aware of how the groper walked right in and claimed his 24th victim.

Joni Wauhop, Shopper, "I think he's getting more and more bold. That's crazy. You wouldn't think he'd go into a public place with so many people. I thought he was sticking to neighborhoods. It's about time they catch him though."

A 31-year-old woman was shopping inside HomeGoods Store, when police say the so called 'Springfield Groper' attacked her and ran.

Va jobless rate steady at 5.6 percent in February

RICHMOND, Va. (AP) - Virginia's jobless rate remained steady in February and is still below the national average.

The Virginia Employment Commission says the state's seasonally adjusted unemployment rate was 5.6 percent in February. That's the same as it was in January, and down from 5.9 percent a year ago.

Virginia's unemployment rate has been trending down since joblessness peaked at 7.4 percent from December 2009 until March 2010.

The Labor Department says the national unemployment rate slid to a four-year low of 7.7 percent in February, down from 7.9 percent in January. Unemployment rates fell in 22 U.S. states in February from January, a sign that hiring gains are benefiting many parts of the country. Rates rose in 12 states and were unchanged in 16.

"Serial Groper" Strikes Again

FAIRFAX COUNTY, Va. (WUSA9) -- The infamous and elusive man in Fairfax known as the "Serial Groper" has struck again bringing the number of groper cases to 24. 

This time, however he did it inside a store. The victim was a 31-year old woman.

According to Fairfax County Police, it happened at about 3:00 P.M. Thursday at the Home Goods Store in the Kingstowne Shopping Center in the Alexandria area of Fairfax County.

Fairfax County Police spokeswoman Lucy Caldwell said , "People got involved. People are very aware of what is going on and they are trying to help, but unfortunately in this particular case the suspect got away."

Caldwell believes the groper is getting bolder and investigators are hoping he makes a mistake soon so they can catch him.

Honeywell agrees to $3M pollution fine

RICHMOND, Va. (AP) - A major producer of ingredients used in nylon and fertilizer has agreed to pay a $3 million civil penalty for alleged air pollution violations at its Hopewell plant.

The agreement between federal authorities and Honeywell Resins and Chemicals LLC was filed Thursday in U.S. District Court in Richmond. The company also agreed to improve the plant's air pollution control equipment and processes.

According to federal and state environmental officials, the plant exceeded Clean Air Act limits on emissions of nitrogen oxide, benzene and other pollutants, and failed to make required upgrades and repairs.

Honeywell did not admit liability for the alleged violations but has certified it's now in compliance with regulations.

The company said in a written statement that it is "committed to the highest standards of environmental compliance."

Former U.S. Solider Charged With RPG Related Crime

ALEXANDRIA, Va. (WUSA9) -- A former U.S. Solider was arrested and charged with conspiring to use an RPG while fighting a terrorist organization in Iraq, according to a news release by the United States Attorney. 

Eric Harroun, 30, of Phoenix, Ariz., "allegedly crossed into Syria in January 2013 and fought with members of the al-Nusrah Front against the Bashar al-Assad regime in Syria. The affidavit alleges that Harroun was trained to use an RPG by members of the terrorist organization and that he fired an RPG and posted online multiple photographs of himself carrying or posing with RPGs and other military weapons. Harroun allegedly participated in attacks led by the al-Nusrah Front and was part of an RPG team, for which he carried anti-personnel and anti-armor rockets," according to the news release.

Harroun served with the U. S. Army from 2000 to 2003. He faces life in prison, if convicted, officials said in the news release.
